Why Start a Catering Business in the UAE in 2026
The UAE catering services market is valued at approximately USD 4.1–4.23 billion in 2026 and is forecast to grow at a CAGR of 5.8–6.2 percent, reaching USD 6.25–7.01 billion by 2032–2034, driven by corporate expansion, large-scale events, and rising demand for outsourced meal solutions across hospitality, healthcare, and education sectors.
Dubai is the primary market, anchored by multinationals, hotel groups, and world-class event venues. Sharjah follows and applies UAE federal food safety law enforced by Sharjah Municipality, keeping regulatory requirements broadly consistent across emirate boundaries.
The environment has become markedly more entrepreneur-friendly since 2021, when the UAE abolished the mandatory local-sponsor requirement for most mainland activities. Catering services (DED code 5629.98) now permit 100 percent foreign ownership, removing a structural barrier that previously deterred international operators. Our F&B business setup package covers the full licence journey so you can focus on building your menu and client base rather than navigating paperwork.
Catering Business Models: Which Suits You Best
Choosing the right operating model before you apply for any licence determines which permits you need, how large your kitchen must be, and how much capital you require in year one.
Corporate catering serves offices, schools, hospitals, and industrial sites on recurring daily contracts. Predictable revenue and bulk cooking are advantages, but it demands strict food safety documentation and the ability to deliver across multiple sites at competitive prices.
Event and wedding catering operates project by project, producing large banquets for a single function. Revenue spikes are large but demand is seasonal. Larger cold-room capacity and refrigerated vehicles are essential for off-site logistics.
Home-kitchen or eTrader catering is restricted to low-risk items such as baked goods and sweets. Full-scale catering — hot meals, protein dishes, multi-course menus — requires a licensed commercial premises. Operators who start on eTrader must transition to a trade licence and central kitchen as soon as the menu expands beyond low-risk items.
Cloud kitchen catering uses a shared commercial facility on a rental basis, cutting fit-out capital significantly. This model suits delivery-only operations targeting meal-prep subscriptions or corporate lunch boxes. For the full breakdown, see our cloud kitchen setup service.
Trade Licence and Catering Activity Registration
Every catering business operating in Dubai must hold a valid trade licence issued by the Department of Economy and Tourism (DET, formerly DED) before it can legally supply food commercially, regardless of scale or delivery model.
The activity code for catering is 5629.98 — Catering Services, also listed under the descriptors Food catering services, Event catering, and Prepared meals supply. You apply through the DET online portal or via a registered business setup agent. The process runs in three stages: trade name approval, initial approval, and licence issuance. With complete documentation — passport copies, Emirates ID, Memorandum of Association, and tenancy contract — the full cycle typically completes in 5–14 business days.
Licence fees vary by legal structure, office type, and activity count. For a single-activity catering licence on the mainland, budget AED 12,000–25,000 per year. Free zone licences are available from IFZA, Dubai CommerCity, and others at comparable fees, but free zone operators require a separate mainland branch or distribution arrangement to supply clients directly in Dubai.
Since 2021, 100 percent foreign ownership is permitted for most mainland trade licences including catering under the updated Commercial Companies Law. The requirement to appoint a Local Service Agent was also removed for most activities, though professional licences in some regulated sectors still carry separate conditions.
Dubai Municipality Food Establishment Permit and Central Kitchen Approval
Holding a DET trade licence is a necessary condition, but it is not sufficient to begin food production. You must also obtain a Food Establishment Permit from Dubai Municipality (DM) via the FoodWatch digital portal before operating any kitchen or food preparation area.
The Food Establishment Permit covers premises inspection, kitchen layout compliance, hygiene standards, and equipment suitability. Fees range from AED 2,000–8,000 depending on the facility size and number of food activities. For a central kitchen operating independently from any retail outlet — the most common catering model — DM also requires a separate NOC for central kitchen operations.
The single most important procedural step is submitting your kitchen layout plan to the DM Food Safety Department before fit-out begins. DM reviews the architectural drawings, equipment positions, ventilation routes, and drainage plans. Starting construction before approval risks rejection, costly redesign, and delays of several months. Once plans are approved, the physical inspection typically takes 15–30 working days. Civil Defence (DCD) fire safety approval adds approximately 1–2 weeks and costs AED 2,000–5,000.
FoodWatch registration is free but mandatory. All catering operators must maintain an active FoodWatch profile, and all enforcement notices and audit results are logged against that profile. In Sharjah, equivalent submissions go through Sharjah Municipality’s food safety division, which applies the same federal standards but operates its own portal.
Setting Up Your Central Kitchen: Space, Equipment, and Fit-Out
The physical kitchen is the operational heart of any catering business and the component with the longest lead time and highest capital requirement. Getting the layout right before fit-out begins saves significant rework cost later.
DM sets minimum floor areas: a catering-only central kitchen needs at least 300 sq ft, cafeterias 500 sq ft, and restaurant kitchens 750 sq ft. The layout must provide clear separation between raw food preparation, cooking, chilling, packaging, and dispatch. DM requires grease-filtered ventilation, food-grade wall and floor surfaces, and drainage adequate for peak wash-down volumes.
Equipment must be stainless steel Grade 304 minimum (Grade 316 in coastal environments) and carry CE certification. Indicative costs: commercial range AED 6,000–20,000; combi oven AED 25,000–70,000; walk-in cold room AED 35,000–120,000; exhaust and ventilation system AED 15,000–80,000; stainless steel fabrication AED 20,000–150,000.
Before submitting plans to DM, you must provide an Ejari-registered tenancy contract and a NOC from the landlord confirming food production is a permitted use. Our restaurant kitchen design service produces DM-compliant drawings with equipment schedules and ventilation calculations ready for submission, avoiding the back-and-forth that delays most first-time applicants by four to six weeks.
HACCP, Food Safety Plans, and Ongoing Compliance
A formal food safety management system is the regulatory and commercial foundation of any credible catering operation. Without one, you cannot pass a DM inspection for large-scale operations, and most corporate clients will reject a bid before pricing is even discussed.
HACCP is mandatory for large-scale catering in Dubai and strongly expected at smaller scales. The plan must cover all seven HACCP principles and address the full food chain from supplier receipt to delivery: storage temperatures, cooking core temperatures, hot-holding, chilling, allergen management, and traceability. DM-approved suppliers are mandatory; ingredients cannot be sourced from unapproved wholesalers or unregistered farms. An annual pest control contract with a DM-licensed provider is also required, costing AED 1,500–3,000 per year.
HACCP certification from a DM-recognised body costs AED 5,000–20,000 depending on scope. The system must comply with the Dubai Food Code, Codex Alimentarius guidelines, and where applicable ISO 22000.
Food Transport Vehicles and Delivery Permits
Every catering model that delivers to client sites must obtain a separate DM permit for each food transport vehicle before that vehicle can legally carry food.
Vehicles must be insulated and temperature-controlled wherever the food safety plan requires cold-chain continuity — covering all chilled and frozen products and hot-hold delivery above 63°C. DM inspects each vehicle before issuing the permit, checking cleanliness, pest-free status, temperature equipment calibration, and load segregation. Each vehicle also requires standard RTA registration and commercial insurance. The DM permit fee is nominal, but fitting out a van with insulated lining, refrigeration or hot-hold equipment, and temperature data loggers adds substantially to total cost. Operators running event catering with multiple vehicles should factor permit renewal cycles into the annual compliance calendar.
Staffing Your Catering Operation
Staffing compliance is monitored as closely as food safety during DM inspections. Every food handler must hold specific certifications before working legally.
All food handlers — cooks, prep staff, packers, and delivery drivers who load food — must hold an Occupational Health Card (OHC) from the Dubai Health Authority. OHC fees run AED 300–600 per person per year and require an annual medical fitness test. The operation must also designate at least one Person-in-Charge (PIC) with a supervisory food safety qualification from a DM-approved provider, at a cost of AED 300–500. All other staff must complete basic food hygiene training, and records must be available for audit. Head chefs are expected to have at least five years of commercial kitchen experience.
Staff visa sponsorship, accommodation, and employment insurance should be included in any financial model. The broader staffing and compliance picture is covered in our guide on how to open a restaurant in Dubai.
Realistic AED Startup Costs and Budget Planning
Many first-time entrants underestimate total first-year costs because they focus on licence fees alone. The table below presents a realistic cost breakdown based on current market rates across Dubai and the broader UAE.
The wide range reflects variation in kitchen location, equipment quality, and whether you lease a fitted central kitchen or build from shell. Shared cloud kitchen facilities compress the small-scale figure by eliminating rent and fit-out. For a comparable breakdown specific to restaurant formats, see our article on the cost to open a restaurant in Dubai. Note also that corporate catering contracts often settle on 30–60 day payment terms, so keep at least two to three months of operating expenses in reserve before commencing service.
Timeline: From Idea to First Contract
The regulatory process is sequential: DM food establishment permit cannot be submitted before DET initial approval, and fit-out cannot begin before DM has approved kitchen layout drawings. Understanding this prevents the costly mistake of fitting out a space DM subsequently requires to be modified.
With complete documentation and no first-pass failures: DET trade name and initial approval 5–14 business days; DM kitchen layout review and inspection 15–30 working days; Civil Defence approval approximately 1–2 weeks; kitchen fit-out typically 4–8 weeks. Staff OHC cards, HACCP documentation, and vehicle permitting can run in parallel with fit-out. Overall, an operator who submits DM-compliant drawings on day one and passes all first-attempt inspections can be operational within 4–8 weeks of licence issuance. A single drawing rejection or failed inspection adds 4–6 weeks.
Frequently Asked Questions
Can a foreigner own 100 percent of a catering business in Dubai?
Yes. Since the UAE amended its Commercial Companies Law in 2021, 100 percent foreign ownership is permitted for most mainland business activities, including catering services under DED activity code 5629.98. There is no longer a mandatory requirement to appoint an Emirati sponsor or local service agent for this activity. Licence fees and processes apply equally to UAE nationals and foreign nationals.
Do I need a HACCP plan for a small catering operation?
Dubai Municipality mandates HACCP for large-scale catering operations, but even small operators are expected to demonstrate a documented food safety management system during inspections. More practically, most corporate clients and event venue operators require a HACCP certificate as part of the procurement vetting process regardless of operation size. Implementing HACCP from day one prevents costly retrofitting later and signals professional credibility to clients.
Can I run a catering business from a home kitchen in Dubai?
You can operate under the Dubai eTrader licence from a home kitchen, but this is restricted to low-risk food items such as baked goods and confectionery. Supplying hot meals, multi-course menus, protein dishes, or any catering service at commercial scale requires a licensed commercial kitchen that has passed a Dubai Municipality Food Establishment Permit inspection. Attempting to operate full-scale catering from a home kitchen without a DM permit is a violation of the Dubai Food Code and can result in fines and closure.
How long does it take to get all catering licences in Dubai?
With complete documentation submitted at each stage and a first-pass inspection result, the process from DET application to a fully licensed, operational kitchen typically takes 4–8 weeks. The main variable is the DM kitchen layout review and physical inspection cycle, which takes 15–30 working days. Any corrections to kitchen drawings or a failed initial inspection extend the timeline. Civil Defence approval runs concurrently in most cases and adds approximately 1–2 weeks. Starting the DM layout submission process as early as possible — ideally before signing a long lease on kitchen premises — minimises total elapsed time.
