The Dubai Municipality food license — issued by the Food Control Department — separately certifies that your specific premises, kitchen layout, and food-handling processes meet public health standards. Both are mandatory, and you cannot obtain the food license without a valid trade license already in hand.

3: Why does the Civil Defence NOC take longer than the trade license?

Civil Defence inspections, however, depend on a physical site visit after fit-out — and the inspection queue in Dubai currently runs four to eight weeks. 4: Should I set up on the mainland or in a free zone like DIFC or Dubai South?

10: What documents does Dubai Municipality require to approve a kitchen layout before fit-out begins?

11: Is a free zone restaurant license cheaper and faster than a mainland license, and what are the trade-offs?

A mainland license allows trading across all UAE, which is essential for any restaurant with walk-in customers from the general public.

12: What is a Food Control Certificate and how does it differ from a trade license?
